Eligibility

Bidders are to fulfill the following critical criteria for their submissions to be further evaluated:

• Bidder (including his officials) shall not be suspended or debarred by SUSS or the Standing Committee on Debarment, c/o Ministry of Finance from participating in the University's Procurement opportunities or public sector tenders respectively or be facing any disciplinary action.
  
  
• Mandatory registration with Government Supplier Registration System (GSR) under work head EPU/FUR/10 (Furniture, Racking, Upholstery, Painting) with tendering limit of at least S6 ($3M). If the Tenderer is not registered yet, the Tenderer shall enclose a copy of the receipt for registration paid or the application for registration together with the Tender Offer.
  
  
• Attendance at site briefing is compulsory.
  
  
• Tenderers shall be minimally BizSAFE Level 3 certified with the Workplace Safety and Health (WSH) Council and are strongly encouraged to submit their certificate as part of the submission.
  
  
• Tenderers shall not have entered MOM’s Business Under Surveillance (BUS) programme up to the date of Tender closing.
  
  
• Tenderers must have completed at least one (1) project for the Supply and Installation of System Furniture with a minimum contract value of $500,000 in Singapore in the period 2018 to 2024.

The Employer reserves the right to disqualify any Bidder that is assessed to be financially inviable to undertake the Contract; or involved in any actual or threatened litigation or winding up proceeding, or a petition for or placed under judicial management.
